Emergency Resolution No. 10-2018. A Resolution authorizing the City Manager to enter into an
agreement by and between the City of Monroe and Fishbeck, Thompson, Carr & Huber, Inc. for
professional design services for the safety pedestrian crossings on Main Street at Mason Avenue
and Church Street, and declaring an emergency.

Background. Public Works is requesting to enter in to an agreement with FTCH for the design
of two safety pedestrian crossings that will provide safe crossing of Main Street for pedestrians at
Mason Avenue near Monroe Community Park and at Church Street near the City Building. FTCH
completed a safety study for the City last year to determine the best way to safely cross S. Main
Street entering in to Monroe Community Park. The findings of this study was presented to the
Public Works Committee last year. Since these types of projects can qualify for grant funding we
decided to add in the intersection at Church Street at the same time and go for the funding of both
locations at once. The safety improvements with the project include some additional work on the
sidewalks at those intersections, curb ramps, pavement markings, advance traffic control signage,
and solar powered pedestrian-activated flashing LED bordered warning signs. The estimated cost
for the design is $38,000. We are submitting the project for grant funding through ODOT that will
cover both construction and design cost of the project on a 90/10 split with the City. Please
consider reading this as an emergency so that we can get the design completed and these safety
improvements installed as soon as possible.
