Mr. Brock reported that the salt bids this year reflect $110 per ton as opposed to $48 per ton last
year.

If we have another bad winter like last year, it is going to cost us big in salt expenses alone.

Sept 9 Council Meeting Minutes;

Consideration of Motion accepting the SWOP4G bid for highway rock salt from North
American for $110.35 per ton.

Mr. Rubin moved to accept the SWOP4G bid for highway rock salt from North American for
$110.35 per ton; seconded by Mr. Hickman. Voice vote. Motion carried.

On tomorrows agenda:

Emergency Resolution No. 77-2014. A Resolution amending Emergency Resolution No. 74-
2014 to include a blanket purchase order to the City of Hamilton for the purchase of road salt,
increase the blanket purchase order to North American Salt Company, and declaring an
emergency.

Interesting it is being put on as an emergency, we been studying the issue for months. This could be a bad winter. Good we are preparing properly for it. By the way Monroe has the best road crews in the area.

It was read as an emergency so the City could cut a P.O. for it and not have to wait the 30 days before the resolution took effect.

Hmmmmm....salt is at a premium. So why did I see the "liquid salt" stripes on a stretch of 63 between Rt4 bypass and Salzman TODAY?? Were they testing? I know we have cold temps predicted for THURSDAY....but NO Precip. What gives?

Good news the price is less that what was quoted, our new rate is $91.04/ton when we were looking at $110/ton. Remember last year we only paid $48/ton.

Putting this on as an emergency makes sense. Thanks for the clarification Doc.

City Manager Recommendation.  Adopt Resolution 76-2014 as an emergency.
Background and Discussion.  The Public Works Director is seeking to enter into an Intergovernmental 
Agreement (IGA) with for the purchasing of rock salt for snow and ice removal from the City of 
Hamilton.  After becoming aware that we will only receive a maximum of 28% of the quantity of rock 
salt that we bid for snow and ice removal, the City of Hamilton was kind enough to agree to sell us 
some of their salt. They have agreed to sell us 1000 tons of salt with the option to purchase 
another 500 tons conditioned on the severity of the 2014-2015 winter season.  Our rate for 
purchasing the salt is $91.04/ton. This includes a $2/ton loading fee for assisting with using 
their equipment and employees to load our trucks.  They have excess storage capacity in their salt 
dome so they are willing to let us work out of their dome and take the salt on an as needed basis. 
This is a tremendous benefit over having to store the salt and cover it with tarps. We are asking 
that the legislation be done as an emergency so that the agreement can be initiated as soon as 
practical.  Budget for this salt purchase will be included in
the 2015 budget.

I believe the pre treatment solution is not related to the Salt budget. Interesting to hear of the pretreatment so early. Still its nice to be prepared and our streets department has a high standard to keep up.

Public works department head Mr. Arthur reported that he is in the process of updating the route map for salting and clearing the roads during the winter weather. We would like to be conservative on the use of salt this year to avoid running out. We are looking at doing more brining and use of beet juice.
