Emergency Resolution No. 11-2015. A Resolution authorizing the City Manager to enter into
an agreement by and between the City of Monroe and Management Partners, Inc. for
professional consulting services for improvement of the work order process in the Department of
Public Works, and declaring an emergency.

City Manager Recommendation. Adopt Resolution 11-2015 as an emergency.

Background and Discussion. Staff is recommending that the City enter into a contract with
Management Partners to provide consulting services related to the Local Government Innovation
Fund (LGIF) grant that the City was awarded to be used for activities related to improving the
Public Works work order process.

Management Partners worked with City staff to develop the LGIF grant application and
determine the most appropriate way to measure increased efficiencies in the work order process.
Our primary contact for this project is Joey Reed, who has over five years of experience in
continuous improvement, Lean, and Six Sigma methodology. She received green belt training in
Lean Six Sigma through the Auditor of State of Ohio’s Office when she worked in the
performance audit division. After transitioning to Management Partners, she trained as a Black
Belt in Six Sigma while pursuing her Master’s Degree in Business Administration through
Xavier University. As part of her black belt training, Joey provided the City of Monroe a pro
bono Six Sigma Kaizen project to improve the centralized receipting process.
A copy of the proposed contract between the City and Management Partners is included,
although staff may need to adjust the time considerations noted in the contract due to delay in the
grant award processing by the State. The contract specifies that project costs are not to exceed
$49,850.

We are asking that this legislation be accepted as an emergency so that we may begin the work
necessary for the process improvements and be able to take advantage of those improvements as
soon as possible.

Emergency Resolution No. 38-2015.  A Resolution accepting a grant in the amount of $14,000 from
the Ohio Development Services Agency for Lean/Six Sigma training and declaring an emergency.

Recommendation.  Adopt Resolution 38-2015 as an emergency.
Background and Discussion.  We are requesting that Council approve and accept three Lean/Six Sigma training scholarship grants awarded by Ohio Development Services Agency to the City.

The City has received approval for seven scholarships from the Ohio Development Services 
Agency/Local Government Innovation Fund. These scholarships are to be used towards Lean Training 
for the Public Sector boot camps.  The boot camps are intensive five day sessions focused on 
learning and applying Lean methods and tools to the public-sector workplace and public-sector 
processes.

The scholarships are valued at $2,000 each, which is the cost of the course.  There is no 
requirement to provide matching funds.  However, the cost of travel is the City's responsibility.  
The courses are held throughout Ohio at various times of the year, and each scholarship recipient 
has one year to complete the course.

In September 2014, Council accepted seven scholarship grants.  Four of those scholarships have been utilized by employees participating in a boot camp. Due to limited boot camp options in Southwest Ohio and unexpected course cancellations, we have partnered with Sinclair College to bring the course to a Monroe facility.  The remaining three scholarships from the initial September 2014 allocation are scheduled to be used during that event, in additional to the three scholarships presented here.

Mr. Brock reported that they will be doing the training here and have invited other jurisdictions 
to join in as well.

Mrs. Rubin moved to suspend the rule requiring the reading of Emergency Resolution No. 38- 2015 on 
two separate days, authorize its adoption on the first reading, and have it read by title
only; seconded by Mr. Hickman.  Roll call vote:  six ayes. Motion carried.
