With respect to tactical operations, Chief Buchanan would like to eventually have a City of Monroe Tactical Unit. 

With partnering with Butler County’s Tactical Unit, Chief Buchanan did not have as 
much input as he would have liked. With the Warren County’s Tactical Unit, he is on the board and 
he thought it best to pull out of the Butler County’s Tactical Unit.

Chief Buchanan has reached out to Middletown and West Chester and West Chester has agreed to cover 
Monroe for a period of one year while we create our own team together. Presently, we have had 
situations where we have to hurry up and wait for a tactical vehicle to come in from another 
jurisdiction.  Having our own vehicle will enable the officers to de-escalate situations quicker.

Chief Buchanan informed the Committee that the situation at the Madison School was an eye opener as 
they began to look at Monroe’s school and the log jam it would create with emergency personnel 
vehicles and other vehicles. At this time there is better equipment in all of the cruisers if it is 
need it. With a tactical vehicle it enables the officers to get closer to a house. Middletown was 
looking at purchasing a vehicle at a cost of $228,00 for just the armored vehicle and Warren 
County’s is over 10 years old.

Mr. Funk preferred the Humvee look as it looked less intimidating and still provided safety to the 
officers.

Mr. Hickman asked if Middletown has applied for a tactical vehicle similar to what Monroe is doing 
and Chief Buchanan replied that they did; however, it was located in Texas and they decided
not to pursue it due to the cost of getting it to Ohio.

Mr. Clark asked if we could return the vehicle in the event it just completely breaks down.  Chief
Buchanan answered in the affirmative adding that anytime we want to return it we can.

Chief Buchanan reported that there have been eight incidents since 2014 where a tactical vehicle 
was needed.

In response to Mr. Funk’s inquiry, Chief Buchanan did not believe Monroe would be placed on the 
bottom of the list should we turn down a vehicle offered; however, he will confirm this.

Chief Buchanan advised that as part of the accreditation process, there are certain criteria that 
must be met before this vehicle could be called out.

Mr. Hickman asked when this would be received and Chief Buchanan did not know. He added that in the 
event Monroe is unsuccessful in obtaining a vehicle the purchase of one may need to be looked at.  
He would propose that it be a joint purchase with a nearby community.

Mr. Clark was opposed to spending that much money on the purchase of one of these vehicles. He 
supported the idea of obtaining one vehicle through the Federal application process.

Mr. Funk suggested looking at a contingency plan and set funds aside to purchase one in, for
example, 15 years if we do not receive one for free.

So does the Chief respond here or must we question the city to give us the Eight times we needed a Military vehicle?

The chief is under no obligation to answer any question presented on this forum. If he did that would be nice but he is well within his rights to not respond on 'The Voice.'

That being said it is odd for that statement to be made. Let's review exactly what was reported by the clerk of courts, 

"Chief Buchanan reported that there have been eight incidents since 2014 where a tactical vehicle was needed."

There is much we do not know about the goings on in Monroe if this is true.

On the record I see a SWAT Team in Monroe responded to a man shooting at his wife:


MONROE, OH (FOX19) -

A SWAT team was called to a home in Monroe after a man allegedly fired a gun at his wife and barricaded himself inside their home.

Monroe police were called to the 700 block of Main Street for a domestic violence case around 10 a.m. Saturday. When police arrived a woman was running out the door saying her husband had a gun and had attempted to shoot her.

That was in 2014.

A man has been arrested following a SWAT standoff in Monroe.

According to the Monroe Police Department, officers received a call from Sharon Taulbee around 2 a.m. Thursday morning, saying that her husband threatened her with a gun. Taulbee fled the home on Conova Drive with her three children and spoke to responding officers at the end of her street.

In 2015 
Police said that just before 9 a.m., police were called to a domestic violence incident in the 600 block of Ridgepoint Drive. Ridgepoint Drive runs between Gallaher Street and Ridgeview Lane, southwest of the Ohio 63/I-75 interchange.

In 2016

A shots fired incident early this morning in Monroe ended with one person taken into custody by the Butler County SWAT team.

At about 12:25 a.m., Monroe dispatchers received a call about shots fired in the area of Britton Lane and Brittony Woods. When officers arrived, they heard shots and determined they were coming from the 800 block of Britton Lane.

The Butler County SWAT team was called to assist Monroe police and a perimeter was set up around the residence. Contact was made with the suspect, who was taken into custody about 3:15 a.m.

Monroe police could not provide an additional information about the incident or the suspect.

A bit about Chief of Police Bob Buchanan (from the city website)

Chief Buchanan became our Chief of Police on November 17, 2014.  Chief Buchanan has been in law enforcement for 15 years.  He is a veteran of the United States Marine Corps where he served in the infantry.  He grew up in Weirton, WV and is a graduate of Wright State University.  Chief Buchanan began his law enforcement career with the City of Lebanon in 1999.  Some of his duties included range master, Taser instructor, accreditation manager, field training supervisor, recruitment supervisor and patrol sergeant.  He served 13 years as a membr of the Warren County Tactical Response Team as a rifleman, sniper/spotter and most recently as the sniper team leader.  He is a 2011 graduate of the Northwestern School of Police Staff and Command.  Chief Buchanan is a member of the Centerville Church of Christ and lives in Lebanon with his wife, Autumn; his daughter, Ellenor; and his son, Wyatt.

07-26-14 - Domestic Violence Call with a suspect armed with a handgun on S. Main St. Male had fired the weapon at his wife. Round struck an interior wall. Suspect was found hiding in landscape bushes of his home by the tactical unit.
10-02-14 – Domestic Violence Call with a suspect armed with a handgun on Conova. Male suspect was stopped by perimeter units once the tactical team arrived and was taken into custody without incident.
03/18/15 – Domestic Violence Call with a suspect armed with a handgun on Ridge Point. Once tactical team arrived the suspect responded to the calls for him to exit the residence and did so. He surrendered without incident.
03/25/16 – Intoxicated suspect firing a handgun outside of his home and then refused to exit home on Britton Ln. Once tactical team arrived, the suspect exited the residence and was taken into custody without incident.
09/27/16 – Search warrant for stolen items, weapons known to be on the property on Garver Rd. Property contained several outbuildings, campers and other enclosed vehicles and sheds.
10/24/16 – Domestic Violence Call with suspect armed with handgun on Wexford. Suspect exited the residence prior to the tactical teams arrival and was taken into custody by the uniformed police units that were on scene.
10/27/16 – Narcotic search warrant with weapons known to be in a home on Stewart Way
02/09/17 – Bank Robbery at US Bank. It was believed that the suspect was still inside the bank when the officers arrived. Tactical team responded and it was found that the suspect had fled the bank already.
