Ordinance   No.   2018-08.   An   Ordinance   authorizing   facility   design/operational   
efficiency assistance  and  building  infrastructure  funds  associated  with  the  proposed  
relocation  of  Crane Consumables.

Background.   Crane Consumables is considering relocating their operations from their current
location at 155 Westheimer Drive to 255 Wright Drive, which is located just down the street.  This

move would enable the company to more than double the size of its facility, thereby increasing the 
company's ability serve new customers and increasing the number of employees at the site.

The combined financial impact of the two proposed incentives is $20,000 ($15,000 in Lean/Six Sigma  
assistance  for  the  move  and  $5,000  for  the  concrete  pad  required  for  the  new  electric 
infrastructure).

Staff recommends approval of the incentives.   Crane Consumables has been located in Monroe since 
the company started with three employees  in 2007.   The company produces labels for a variety of 
industries and customers throughout the mid-west and southern portions of the United States.  They 
now occupy 15,000 SF of space in the city and have approximately 40 employees.

Crane  Consumables  is  out  of  space  at  their  current  facility  and  unable  to  operate  all 
 of  their equipment due to the physical limitations of the building.  The company is considering 
relocating to  a  larger  building  in  Monroe  or  moving  to  another  state  to  take  advantage 
 of  cost  savings programs that are being offered by one if its largest suppliers.  If the company 
moves to another state, it may maintain minimal operations in Monroe for some amount of time.

Moving to another location in Monroe will require approximately $200,000 - $250,000 in site 
improvements required for an existing warehousing building to become a manufacturing facility. In  
an  effort  to  increase  the  competitiveness  of  the  Monroe  site  under  consideration,  staff 
 is proposing that the city assist the company by providing services to ensure that the move to the 
new site is a smooth transition and the company is as effective as possible with their new plant 
floor layout.  Additionally, staff is proposing that the city assist with the cost of the concrete 
pad required for the new heavy power infrastructure that the company needs.  For both incentives, 
the City and the  company  will  work  with  mutually  acceptable  contractors  to  ensure  that  
the  project  runs smoothly.

Staff  recommends  that  these  incentives  require  the  company  to  maintain  payroll  
thresholds commensurate with those thresholds required as part of any incentives with JobsOhio.  
Staff also recommends  that  the  incentives  expire  no  more  than  6  months  from  the  
effective  date  of  the ordinance.

Mr. Brock stated that Crane Consumables is looking to relocate to expand their operations and this 
ordinance contains economic incentives.

Mr. Clark moved to consider this the first reading of Ordinance No. 2018-08 and have it read by 
title only; seconded by Mr. Frentzel.  Voice vote.  Motion carried.

The Clerk of Council read Ordinance No. 2018-08 by title only.

Mr.  Clark  moved  to  approve  the  first  reading  of  Ordinance  No.  2018-08;  seconded  by  
Mrs.
McElfresh.  Roll call vote:  six ayes.  Motion carried.
