"... I am proposing that the FCC use its Title II authority to implement and enforce open internet protections. Using this authority, I am submitting to my colleagues the strongest open internet protections ever proposed by the FCC. These enforceable, bright-line rules will ban paid prioritization, and the blocking and throttling of lawful content and services. I propose to fully apply—for the first time ever—those bright-line rules to mobile broadband. My proposal assures the rights of internet users to go where they want, when they want, and the rights of innovators to introduce new products without asking anyone’s permission. 

All of this can be accomplished while encouraging investment in broadband networks. To preserve incentives for broadband operators to invest in their networks, my proposal will modernize Title II, tailoring it for the 21st century, in order to provide returns necessary to construct competitive networks. For example, there will be no rate regulation, no tariffs, no last-mile unbundling. Over the last 21 years, the wireless industry has invested almost $300 billion under similar rules, proving that modernized Title II regulation can encourage investment and competition."

Well by classifying the internet as a utility, they're putting it in the same category as water and electric. You don't hear that many complaints these days about those utilities (sure there are some, but there are a billion more about internet companies).

Also, the government isn't running it. Verizon, Comcast, TWC will still definitely exist. They are just regulated it as a utility and forbidding certain practices that could lead to a WIDE disparity in use.

Throttling the internet to the middle and lower class can really stifle innovation, creativity, and the success of small businesses. Keeping things on a level playing field enables opportunities for all.

Those are just examples, but maybe you want to inspect your own food or water for chemicals and pollutants. Or maybe you want the courts to not adjudicate any pressing issue that may impact you.

Since Watergate, there's been a huge decline in trust for government and government institutions. The lack of trust weakens the country. No large government will be perfect, but the idea that they're out to get you or that they can't help solve a situation is preposterous.

The 2913 Report Card for America's Infrastructure gives enegry a D+. Here i s nice little snippit from the report

America relies on an aging electrical grid and pipeline distribution systems, some of which originated in the 1880s. We have aging infrastructure that could cause major blackouts like what happened in the North East in 2003, 1977 and 1965. All during times of heavy government regulation.

Oh I 100% completely agree that we need to invest in and upgrade our energy infrastructure. The fact that it's a public utility has nothing to do with the US government refusing to invest in it.
