Emergency Resolution No. 30-2017. A Resolution authorizing the City Manager to enter into an
agreement by and between the City of Monroe and Brandstetter Carroll, Inc. to design Jerry Couch
Boulevard and declaring an emergency.

Background and Discussion. Brandstetter Carroll, Inc. (BCI) is currently working on the design
of the multi-purpose trail and the improvements to the recently donated Americana Park property.
Part of the agreement with Jerry Couch and Butler Tech was that the City would improve the
entrance road to the park and Butler Tech's property. We asked BCI to give us a proposal to design
Jerry Couch Boulevard since they were completing the other work related to the park. The cost
associated with design, bidding and construction administration for this project is $51,300.

Funny after all those years the last guy who owned the land got a street named after him. Not sure who the founders were but that might have been better historically. Maybe not.

Yeah. Maybe Streifthau Lane or Ave. would be better. I know he did not donate the land to the city but he was the one who developed the park in 1922. It also sits along side the Miami Erie Canal that played a huge roll in the development of this area.

Mr. Brock stated that this agreement will design the road that will lead to Americana. In
response to Mr. Hickman’s inquiry, Mr. Brock explained that Mr. Chesar is working towards
finalizing the agreement and narrowing down a date for closing.

Mr. Hickman encouraged everyone to look at the property as it will take a lot of money to clean
the area up. He regrets not looking at the property prior to any decisions being made.

Mrs. Hale moved to suspend the rule requiring the reading of Emergency Resolution No. 30-
2017 on two separate days, authorize its adoption on the first reading, and have it read by title
only; seconded by Mr. Hickman. Voice vote. Motion carried.

The Clerk of Council read Emergency Resolution No. 30-2017 by title only.
Mrs. Hale moved to adopt Emergency Resolution No. 30-2017; seconded by Mr. Frentzel. Roll
call vote: five ayes. Motion carried.

Emergency Resolution No. 13-2018.  A Resolution authorizing the City Manager to enter into a 
contract by and between the City of Monroe and R. B. Jergens for the construction of Jerry Couch 
Boulevard and declaring an emergency.

Background.  The Jerry Couch Boulevard project was advertised in the local paper for two weeks 
prior to opening bids on February 8, 2018 at 10:00am.  8 bids were received on the project with 
R.B. Jergens being the apparent low bidder with a bid of $889,039.80.  The project includes a new 2 
lane roadway with an 8-foot landscaped median in the middle with lighting.  There will also be a 
5-foot concrete sidewalk on the south side of the roadway behind a 6-foot landscaped buffer with 
street trees and a 12-foot asphalt mixed use path on the north side of the roadway behind another 
6-foot landscaped buffer with trees.

Proposed storm sewer catch basins, manholes and pipe will be installed along with bioswales to 
provide onsite water quality improvements to the storm water.  This project will provide a 
beautiful tree lined boulevard in to Monroe Bicentennial Commons.

We are requesting that this be read as an emergency so that we can begin the project as soon as the 
asphalt plants open for business and the weather breaks so that it can be completed prior to Butler 
Tech beginning their operations, at this location, near the end of the summer.

$889K sounds reasonable to remove the eyesore that makes Monroe, not so great.

Also, the bike connector is a fantastic idea. 

Not so happy about the name though.
