Emergency Resolution No. 47-2016. A Resolution authorizing the City Manager to accept the
proposal from RVP Engineering for professional engineering services related to the design of a
sidewalk connection along South Main Street to Monroe Community Park and declaring an
emergency.

City Manager Recommendation. Adopt Resolution 47-2016 as an emergency.

Background and Discussion. The Development Director is recommending the approval of
engineering services for a sidewalk connection from the City Building/Downtown Area to
Community Park, which has been long term City goal. This past summer, Development Staff
held individual meetings with a majority of the property owners who were supportive of a
sidewalk connection. Of the 8 property owners, 5 have voiced support, another did not believe
enough users would be present, another was concerned about their privacy and the amount of
trees to be cut down, and the final property owner was unable to be reached after multiple
attempts, so staff mailed the information packet and did not receive any comments. In most
instances, the City was informing the residents of the potential request for a small easement for
the sidewalk, that the City would be replacing the water line and constructing a new apron and
driveway entrance free of charge, and to hear any concerns that they may have.

We are requesting to begin engineering drawings for the project In most instances, minimal
right of way is being requested due to a wider sidewalk design of 8 feet to allow for a multi-use
path of bicycles and pedestrians. In the instance of a property owner not wanting to provide an
easement, the sidewalk or tree lawn may need to be reduced to be able to complete the work
within the current right of way (the project would also replace the aging water line in this area).
Overall it is estimated that the new sidewalk/water line replacement would cost $250,000 -
$300,000 depending on street lighting and other amenity types.

How about a walkway and bike way for the families that live south of the park. What's with this walkway from City Hall ? Who in the heck would use it. There's already a back way to enter the park on the hill.

Good point! A walk way from the South makes more sense. Familes North of the park have safe access.

I don't think anybody on council read's this stuff anyway. But, the sidewalk from town hall to the park is HS

Or here's a crazy idea...a sidewalk both north and south of the park.  Unless there's some sort of sidewalk shortage out there.  Maybe sidewalks are being rationed.  It's not like putting more sidewalks in would create jobs or make those areas any safer.

Satire mixed with commonsense......love it! After some thought on this, I wonder if it is more of a "beautification" project than a safety goal.

Emergency Resolution No. 29-2017. A Resolution authorizing the City Manager to enter into an
agreement with Majors Enterprises for the South Main Street Water Main Project and declaring
an emergency.

Background and Discussion. The project was advertised in the local paper for two weeks prior
to opening bids on March 30, 2017 at 10:00am. 5 bids were received with Majors Enterprises
being the apparent low bidder with a bid of $229,605.86. Money was included in this year's budget
for these improvements. The project is for the replacement of the water main from the South Side
of the City Building all the way to Community Park. This water main project is being completed
to replace old Transite pipe with Ductile Iron pipe that was also located in the way of the future
multi-use path to be constructed on the East side of South Main Street.

This measure is hereby declared to be an emergency measure necessary for the
immediate preservation of the public peace, health, safety and welfare and further for the
reason that Council desires to proceed with the project at the earliest possible date so
completion will be prior to the major events scheduled at Monroe Community Park.
Therefore, this measure shall take effect and be in full force from and after its passage.

Emergency Resolution No. 29-2017. A Resolution authorizing the City Manager to enter into

Mr. Brock stated that Public Works sought bids for a water main project on South Main Street
going to the park and Majors Enterprises was the lowest bid. They were approximately $70,000
lower than the other bids.

Mr. Hickman asked for the names of the other companies were that bid on the job. Mr. Arthur
replied Larry Smith Contracting, Ford Development, and others that he could not recall.
Mr. Hickman asked what was required to bid on this type of job such as, licenses. Mr. Arthur
advised that you only need to provide a bond for the project.

Mr. Arthur added that the foreman for Majors Enterprises was formerly employed by Ford
Development. Mr. Hickman asked if this foreman will be on this job the entire time.
Mrs. Hale moved to suspend the rule requiring the reading of Emergency Resolution No. 29-
2017 on two separate days, authorize its adoption on the first reading, and have it read by title
only; seconded by Mr. Frentzel. Voice vote. Motion carried.

The Clerk of Council read Emergency Resolution No. 29-2017 by title only.
Mrs. Hale moved to adopt Emergency Resolution No. 29-2017; seconded by Mr. Frentzel. Roll
call vote: five ayes. Motion carried.

The completion date per the contract for the South Main Street Water Main Replacement project is June 30th so that we could have it finished before the July 4th event.  
However, when talking with the contractor he believes that he can finish it up before the end of May, weather permitting.

Emergency Ordinance No. 2018-01.   An Ordinance accepting certain easements related to the 
construction of  a multi-use path/sidewalk  along  the eastern side of Main  Street from  Lebanon 
Street to the Monroe Community Park and declaring an emergency.

Background. In late 2016 City Council approved the engineering for design documents related to the 
construction of an 8 foot multi-use path/sidewalk along the eastern side of Main Street from 
Lebanon Street to Community Park.   As a result of the design, it was determined that various 
widths of easements from adjacent property owners would be needed in order to construct the walk 
(ranging  from  almost  2  feet  to  9  feet).  Additionally,  the  city  has  also  received  
construction easements from each affected property owners to allow for temporary work outside of 
the final sidewalk easement area.   Development Department Staff has worked with the property 
owners over the past year to gain the easements to allow further design and construction to occur.  
 It is anticipated that once the easements are accepte   by Council, the project will be bid by 
early spring with the intent to construct by fall of this year.

Emergency Resolution No. 10-2018. A Resolution authorizing the City Manager to enter into an
agreement by and between the City of Monroe and Fishbeck, Thompson, Carr & Huber, Inc. for

professional design services for the safety pedestrian crossings on Main Street at Mason Avenue
and Church Street, and declaring an emergency.

Mr. Brock stated that there is a safety grant for 90% of the funding for crossings across Main 
Street from Mason Avenue to the Monroe Community Park and from the City Building to Church Street.

Mr. Clark moved to suspend the rule requiring the reading of Emergency Resolution No. 10-2018 on 
two separate days, authorize its adoption on the first reading, and have it read by title only; 
seconded by Mr. Funk.  Voice vote.  Motion carried.

The Clerk of Council read Emergency Resolution No. 10-2018 by title only.

Mr. Clark moved to adopt Emergency Resolution No. 10-2018; seconded by Mr. Hickman.  Roll
call vote:  six ayes.  Motion carried.
