Atrium Medical Center plans to build a health center in Monroe, further expanding services and the number of primary care providers in Butler and Warren counties.

Premier Health, the hospital’s parent company, has purchased land at the northwest corner of Ohio 63 and North Main Street, where it announced it will build approximately a 19,000-square-foot facility housing a primary care practice, specialty physicians, and potentially other services.

Atrium purchased the 16.3-acre property for $2.2 million on April 24, according to the Butler County Auditor’s Office records.

Atrium Medical Center has had a presence in Monroe “for quite some time,” with Monroe Medical Group, a Premier Health WORD Physicians practice and Monroe Local Schools.

Emergency Ordinance No. 2018-02.   An Ordinance accepting certain easements related to the
Monroe Medical Building Site Plan and declaring an emergency.

Background.  The Monroe Medical Building Site Plan, at the northwest corner of State Route 63 and 
Main Street was approved by Planning Commission last summer.  At that time, staff requested from 
the developer a   water main easement be included on the west side of the development to provide 
looping of the water main for additional water service to the Cornerstone Subdivision to provide 
redundancy of service to this area.   Additionally, a sidewalk is required as a part of the 
development and due to topography issues with the ditch line, staff has worked with the developer 
to create a 8 foot multi-use path along north main street that will require an easement to be given 
to the City.  The multi-use path will be constructed by the developer as a part of the project and
the water line is not currently scheduled to be construction until a future date.

Mr. Brock advised that Monroe Medical is constructing a new building at the corner of State
Route 63 and Main Street. Through this process it was determined that a multi-use path and
water line easement will be needed.

Mr. Clark moved to suspend the rules requiring the reading of Emergency Ordinance No. 2018-
02 on two separate days, authorize its adoption on the first reading, and have it read by title only;
seconded by Mr. Hickman. Voice vote. Motion carried.

The Clerk of Council read Emergency Ordinance No. 2018-02 by title only.

Mr. Clark moved to adopt Emergency Ordinance No. 2018-02; seconded by Mr. Hickman. Roll
call vote: seven ayes. Motion carried.
