Emergency Ordinance No. 2017-28. An Ordinance authorizing the City Manager to execute the necessary 
documents for the purchase of real property located at 980 Holman Avenue and declaring an 
emergency.

Background. The building adjacent to the City's current Public Works facility is available for 
sale. The property presents an opportunity to increase the visibility of the Public Works 
Department on Holman Avenue and provides additional office and warehouse space that is increasingly 
necessary as the department continues to grow.

The property was owner-occupied for many years as a control-assembly site. Over the past 6 years, 
the property has been used to store chemicals associated with site clean-up and remediation (mold, 
fire, crime scene, etc.)

The building is 5,000 SF with 2 handicapped-accessible restrooms, several offices, and some light 
secondary storage over the offices. The building was designed for an easy expansion of another 
15,000 SF towards the back of the site.

The aerial, contract, and addendum are included with this Council packet.

The sale price of the building will be $195,500, which was the asking price of the property. The 
City has put down $4,000 in escrow, and $200 for a title examination. We anticipate spending up
to $2,500 on a Phase 1 Environmental assessment.
