Emergency Ordinance No. 2017-17. An Ordinance authorizing the trade in of certain personal
property no longer needed for municipal purposes in connection with the leasing and management of
vehicles by Enterprise Fleet Management and declaring an emergency.

Background and Discussion This trade-in is part of the lease agreement with Enterprise. This
trade-in contains the remaining five Dodge Charges that the police department has left. The
estimated trade in value of these vehicles is $18,000.00

Emergency Resolution No. 37-2017. A Resolution authorizing the City Manager to enter into a
lease agreement by and between the City of Monroe and Enterprise Fleet Management for the
lease of four police cruisers and declaring an emergency.

Mr. Brock explained that this will allow for an agreement with Enterprise Fleet Management and
we are confident that the cruiser lease is more beneficial than purchases. Mr. Clark asked if it is
a trial program and if we will expand it. Chief Buchanan explained that the first four we actually
budgeted for $154,000. Because the lease is so much less we can reduce the number of vehicles.
Mr. Clark asked about damage to the vehicles and Chief Buchanan replied that the City’s
insurance would cover this.

Mr. Frentzel asked about the termination of the lease. Chief Buchanan said the State bid comes
out every year and we wouldn’t renew the lease, but believes it is an option if we want to
purchase these vehicles.

Mrs. Rubin moved to suspend the rule requiring the reading of Emergency Resolution No. 37-
2017 on two separate days, authorize its adoption on the first reading, and have it read by title
only; seconded by Mr. Clark. Voice vote. Motion carried.

I always thought these cop cars looked cool. Sad to see them go.
