COMMUNITY REINVESTMENT AREA ANNUAL REVIEW MEETING
MARCH 9, 2017

The 2016 Annual Review Meeting for the City of Monroe’s Community Reinvestment
Area (CRA) was called to order by Matt Nolan at 9:06 A.M. in the Warren County
Administration Building, Room 349, Lebanon, Ohio.

The following members were present: Holly Cahall, Brian Curlis, Cathy McMonigle,
Jennifer Patterson, Chris Brausch, Matt Nolan, Martin Russell, Matt Schnipke, and
Tiffany Zindel.

Jennifer Patterson discussed the City’s CRA agreements. All of the agreements are in
Park North and are satisfactorily meeting job creation requirements. Ms. Patterson said
that Cornerstone Services are down on job numbers; however the City is happy because
that building has always been a challenge to occupy. The schools were also content with
all agreements. A motion was offered by Chris Brausch and seconded by Matt Nolan
to find all CRA agreements in the City of Monroe to be in compliance and to
recommend their continuation. 

The motion passed with a unanimous voice vote.
There being no further business, the meeting adjourned at 9:12 A.M.

Resolution No. 31-2017. A Resolution accepting the recommendation of the Warren County Tax
Incentive Review Council of March 9, 2017.

Background and Discussion. Community Reinvestment Area property tax abatements (CRAs)
and Tax Increment Financing Districts (TIFs) must be reviewed annually by the relevant County’s
Tax Incentive Review Council (TIRC) under Ohio Revised Code Section 5709.85. The TIRC
reviews each agreement and determines whether the owner of the exempted property has complied
with the agreement. The TIRC makes a recommendation to City Council to continue, modify, or
cancel each agreement.

Warren County’s annual TIRC meeting was held on March 9, 2017. At this meeting, the TIRC
found that the City’s TIF districts and CRA Agreements located in Warren County were
performing satisfactorily. Thus, the TIRC made a recommendation to City Council that the TIFs
and CRAs (Home Depot, Cornerstone, Serta-Simmons, UGN, and Building 8) be continued. The
CRA for Building 5 was not considered since the building is not fully constructed and not taxable
yet. The Building 5 CRA will be added to the TIRC's agenda in 2018.
The Ohio Revised Code requires City Council to act on the recommendation within 60 days. The
Ohio Revised Code permits City Council to accept, reject, or modify all or any portion of the
recommendations.

Resolution No. 31-2017. A Resolution accepting the recommendation of the Warren County
Tax Incentive Review Council of March 9, 2017.

Mr. Brock explained that this recommendation finds that all TIF and CRA areas in Park North
and the Mall area are performing as anticipated.

Mrs. Hale moved to consider this the first reading of Resolution No. 31-2017 and have it read by
title only; seconded by Mr. Funk. Voice vote. Motion carried.

The Clerk of Council read Resolution No. 31-2017 by title only.
Mrs. Hale moved to approve the first reading of Resolution No. 31-2017; seconded by Mr.
Hickman. Roll call vote: five ayes. Motion carried.

Emergency Resolution No. 06-2018.  A Resolution accepting the recommendation of the Butler County 
Tax Incentive Review Council of November 8, 2017, and declaring an emergency.

Mr. Brock reported that the Butler County Tax In  entive Review Council reviewed all of our TIFs,
RIDs, and CRAs and found them in compliance.

Mr. Clark moved to suspend the rule requiring the reading of Emergency Resolution No. 06-2018 on 
two separate days, authorize its adoption on the first reading, and have it read by title only; 
seconded by Mr. Hickman.  Voice vote.  Motion carried.

The Clerk of Council read Emergency Resolution No. 06-2018 by title only.

Mr. Clark moved to adopt Emergen  y Resolution No. 06-2018; seconded by Mr. Frentzel.  Roll
call vote:  six ayes.  Motion carried.
