According to a report by KZF Design, the city claims that "the current police headquarters located at 233  South Main Street no longer meets the needs of the police department due to the growth of the department and the service needs of the community."

The former IGA Store located at 601 South Main Street has been identified as a potential opportunity for adaptive reuse for a relocation of the Police Headquarters.

KZF Design will be tasked with a study to evaluate the existing building structure and building systems for the feasibility of converting the former retail space into a new police station.

KZF will develop conceptual plan diagrams and determine cost projections.

EMERGENCY RESOLUTION NO. 01-2018
A   RESOLUTION   AUTHORIZING   THE   CITY   MANAGER   TO   ENTER   INTO   AN AGREEMENT BY AND 
BETWEEN THE CITY OF MONROE AND KZF DESIGN INC. FOR PROFESSIONAL ARCHITECTURAL SERVICES TO DETERMINE 
THE FEASIBLITY OF UTILIZING 601 SOUTH MAIN STREET, MONROE, OHIO, FOR THE DEPARTMENT OF POLICE AND 
DECLARING AN EMERGENCY.

WHEREAS,    the Department of Police have outgrown their existing facility; and

WHEREAS,    Council desires to determine the feasibility of utilizing an existing structure for the 
Department of Police.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF MONROE, STATE OF OHIO, THAT:

SECTION 1:   The City Manager is hereby authorized to enter into an agreement by and between the  
City  of  Monroe  and  KZF  Design  Inc.  for  professional  architectural  services  to determine  
the  feasibility  of  utilizing  601  South  Main  Street,  Monroe,  Ohio,  for  the Department of 
Police, pursuant to the terms and conditions set forth on Exhibit “1” attached hereto and made a 
part hereof.  Services under said agreement shall not exceed the amount of $25,300.00.

SECTION 2:   This measure is hereby declared to be  an emergency measure necessary for the 
immediate preservation of the public peace, health, safety and welfare and further for the reason 
that Council desires to proceed with this feasibility study at the earliest possible date to 
proceed with the improvement of facilities for the Department of Police. Therefore, this
measure shall take effect and be in full force from and after its passage.

Good Luck! MidPointe Library was interested in the building but the quotes to refurbish were astronomical.

Emergency Resolution No. 01-2018.  A Resolution authorizing the City Manager to enter into an
agreement by and between the City of Monroe and KZF Design Inc. for professional architectural
services to determine the feasibility of utilizing 601 South Main Street, Monroe, Ohio, for the
Department of Police and declaring an emergency.

Mr. Brock stated that this is to assess the structural integrity of the former IGA to determine a 
cost to be used as a police facility.

Mayor Routson questioned if it would be for lease or purchase and if the building was for sale. Mr. 
Brock advised it would be up to Council, but he would recommend purchasing the building as it is 
for sale.

Mr. Clark moved to suspend the rule requiring the reading of Emergency Resolution No. 01-2018 on 
two separate days, authorize its adoption on the first reading, and have it read by title only; 
seconded by Mrs. Hale.  Voice vote.  Motion carried.

The Clerk of Council read Emergency Resolution No. 01-2018 by title only.

Mr. Clark moved to adopt Emergency Resolution No. 01-2018; seconded by Mr. Hickman.  Roll
call vote:  six ayes.  Motion carried.
