Visitor to Council Chambers:

Mike McNamarra with the Butler County Port Authority expressed his concern on Monroe’s proposal
to form its own port authority. He urged Monroe to keep all of its tools available which included both
the Butler and Warren County Port Authorities and the Monroe CIC. He further urged Monroe not to
isolate itself and would like to continue the regional relationship.

Dave Fehr, Development Director of Butler County, stated that he is often the first point of contact for
a lot of companies that come into Butler County. He felt that they have a great relationship. Even
though we all fight for our own community, but so long as they locate within Butler County we all
benefit. We have taken on a regional approach to development. He asked that Council keep in mind
that there are start up costs and continuing costs to be self-sustaining.

Charles Young, Butler County Administrator, stated that the Butler County sales tax is 46 percent of
their revenue and an important revenue stream. He is concerned about the use of that and it is taxpayer
money. We are pleased to be able to provide a sewer system and water to Monroe. He asked that you
carefully consider the collaboration and not diminish that.
