Mr. Brock informed Council that he received a call from the Superintendent of the Monroe Local 
School District requesting that the City consider adding an additional School Resource Officer.

Mr. Clark and Mr. Funk felt that it was a good idea as we should do everything we can to increase 
the safety of the students.

Mayor Routson and Mr. Hickman wanted to make sure it was a good fit financially for the City to do 
this.  Mr. Hickman asked Chief Buchanan if there are schools that hire outside contractors for 
security.  Chief Buchanan replied that it is not an uncommon thing. Mayor Routson advised that in 
Butler County retired officers are utilized in different schools. Mr. Hickman thought there were 
other options that may accomplish this without hiring an additional officer.  Mr. Clark understood 
that the benefit of having an additional officer as a School Resource Officer is that they would be 
on the same radio frequency and the same tactical plan.

Mr. Brock confirmed Mr. Funk’s understanding that an additional School Resource Officer would be a 
shared expense.

Mr. Hickman would like to the school to look at all options and agreed that something needs to be 
done because there are too many buildings for one School Resource Officer to take care of.

Mr.  Brock  stated  that  Chief  Buchanan  will  put  together  different  options  and  figures  
for presentation to the Committee.

Well, this is a start but we need to do more. 

Here are a few of my ideas:
-provide live video surveillance to the Monroe Police Department  
-utilize all available security resources including former military
-have set defensive procedures for students, faculty, and staff - test, drill, fix, repeat
-upgrade school access portals and procedures, including facial recognition
-written procedure regarding access to the shooting scene by police and support first responders

I'm sure we already have these.

Actually the City contacted the School to see if they were interested in working out something for a 2nd SRO. The Public Safety Comittee requested a meeting with the current SRO during a scheduled meeting with the police chief. It was at that meeting that a 2nd SRO was discussed. The school superintendent must have decided he was interested in getting a 2nd SRO and called Bill Brock to let him know. This was truly brought on by the Public Safety Comittee and not the school superintendent as the newspaper implied.

18-187 APPROVAL OF CONTRACT WITH THE CITY OF MONROE FOR SCHOOL RESOURCE OFFICERS 

Motion by Carpenter, seconded by Grant to approve a contract with the City of Monroe for two School Resource Officers for FY 2019. 

Voting aye on the roll call: Carpenter, Grant, Leeds and Stone. Nays: None. Motion carried.
