Resolution No. 15-2018. A Resolution authorizing the City Manager to accept a proposal from 
Jones-Warner Consultants, Inc. for professional survey and design services related to the Timrick 
Place Rehabilitation Project.

Background.  This is a proposal for the survey and design for the rehabilitation of Timrick Place 
from  Lebanon  Street  to  the  terminus,  approximately  950  feet.  Timrick  Place  is  one  of  
our residential streets that had a very low score when we conducted the Pavement Condition Ratings 
for all of our streets.  This project includes replacing the existing water main with approximately 
22 service connections, evaluating and replacing as necessary the existing storm sewer and new curb 
and gutter.  In addition, the street will be milled to meet curb grade and reduce the existing 
crown. The street will also be evaluated to determine areas that will need any full base repair and 
then the entire street will be m lled 2" and replaced with new asphalt.  This project was included
in this year's operating budget.

Resolution No. 15-2018. A Resolution authorizing the City Manager to accept a proposal from

Mr. Brock reported that this is for design services for the Timrick Place Rehabilitation Project in 
the amount of $17,500.00.

Mr. Clark moved to consider this the first reading of Resolution No. 15-2018 and have it read by 
title only; seconded by Mr. Funk.  Voice vote.  Motion carried.

The Clerk of Council read Resolution No. 15-2018 by title only.

Mr.  Clark  moved  to  approve  the  first  reading  of  Resolution  No.  15-2018;  seconded  by  
Mr.
Frentzel.  Roll call vote:  seven ayes.  Motion carried.

Mrs. Waggaman stated this accepts a proposal for professional survey and design services related
to Timrick Place.

Mr. Clark moved to consider this the second reading of Resolution No. 15-2018 and have it read
by title only; seconded by Mrs. McElfresh. Voice vote. Motion carried.

Emergency Resolution No. 50-2018.  A Resolution authorizing the submission of an application and 
participation thereof by the City of Monroe, Ohio in the Ohio Public Works Program for PY33 (2019) 
and declaring an emergency.

Mr. Brock explained that the OPWC process requires Council authorization to apply for the grant. 
This project estimated at approximately $334,000 for the Timrick Place Rehabilitation Project and 
41% of this project is the City’s match.  This Resolution also accepts the award of any grant funds 
and will be in next year’s budget.

Mr. Frentzel asked if there was any reason why grant funds are being sought for this project and 
not others.  Mr. Arthur explained that projects score differently and because of the shape of this 
road and it included a water main it scored higher as it is one of the top five worse streets in 
the City.

Mr. Clark moved to suspend the rule requiring the reading of Emergency Resolution No. 50-2018 on 
two separate days, authorize its adoption on the first reading, and have it read by title only; 
seconded by Mrs. McElfresh. Voice vote.  Motion carried.

The Clerk of Council read Emergency Resolution No. 50-2018 by title only.

Mr. Clark moved to adopt Emergency Resolution No. 50-2018; seconded by Mr. Funk. Roll call
vote: six ayes. Motion carried.
