Resolution  No.  34-2018.    A  Resolution  adopting  the  Master  Plans  for  Monroe  Bicentennial
Commons, Monroe Community Park, and Baker Sports Complex.

Background.   Monroe Bicentennial Commons. The document is a master plan to transform the old 
Americana Amusement Park into an asset for the community.  The master planning process included 
site analysis, public input, and redevelopment recommendations.  The intent is to develop the park 
in a manner that recognizes the historical significance of the site while providing new 
recreational amenities for our citizens and larger region.  The master plan shows the proposed 
features  and  their  orientation  throughout  the   site.  The  recommendations  include  detailed 
descriptions of the features proposed; an operations plan describing potential program offerings, 
maintenance and management requirements, and opportunities for revenue; and a cost estimate for the 
development of the property as presented in the master plan.

Monroe  Community  Park.     Brandstetter  Carroll,  Inc.  has  completed  the  Master  Plan  for 
Community Park, it has been approved by the Park Board and presented to Council at the May 8th 
meeting. The recommendations include detailed descriptions of the features proposed and a cost 
estimate  for  the  development  of  the  property  as  presented  in  the  master  plan.  Some  of 
 the recommendations  included  are  a  sprayground,  updated  playground  equipment,  outdoor  
fitness equipment, a diamond baseball fields and concession complex, trails and additional parking 
to accommodate both the current and future needs. We are asking that Council officially adopt the 
plan. Some grant applications require the formal adoption of the plan by Council to be included 
with the grant application if we desire to submit for them for various projects in the parks.

Baker Sports Complex. Brandstetter Carroll, Inc. has completed the Master Plan for Baker Park, it 
has been approved by the Park Board and was presented to Council at the May 8th meeting. The 
recommendations for the plan include detailed descriptions of the features proposed and a cost 
estimate  for  the  development  of  the  property  as  presented  in  the  master  plan.  Some  of 
 the recommendations  are  a  dog  park,  nature  trails,  a  natural  playground,  community  
gardens  and possibly an additional disc golf course. We are asking that Council to officially 
adopt the plan. Some grant applications require the formal adoption of the plan by Council to be 
included with the
grant application if we desire to submit for them for various projects in the parks.

Resolution No. 45-2018.  A Resolution authorizing the City Manager to enter into an agreement by 
and between the City of Monroe and Brandstetter Carroll Inc. for professional architectural 
services for Monroe Bicentennial Commons.

Background.  The services proposed for Monroe Bicentennial Commons will be twofold. First is to 
establish the character/theme and utility requirements for the long-term development of the park. 
The schematic designs will provide preliminary architectural designs for the proposed structures 
throughout the park as well as site development (utilities) schematics. Second is to prepare areas 
for access to the public as quickly as possible, providing features which will support opening of 
the  property  for  public  use  and  that  will  attract  visitors.  The  intent  is  to  create  
construction documents  so  that  an entryway,  playground,  restroom,  bike  park and utilities 
can be  bid  for a possible  2019  project.  The  initial  $100,000  fee  will  create  overall  
architectural/schematics ($27,000) for the main park buildings, Phase 1 construction documents 
($66,000) as well as a topographic survey of the site ($7000). It should be noted that the 
schematic design fees incurred now will be utilized as a credit towards final building detail design.

Resolution No. 46-2018. A Resolution authorizing the City Manager to enter into an agreement
by and between the City of Monroe and Brandstetter Carroll Inc. for professional architectural
services for Baker Sports Complex.

Background. The proposed services for Baker Park are intended to open the park for public use
through the development of a gravel road and parking lot as well as a dog park. The parking lot
will allow visitors to enter the park safely and use a series of trails which City forces can mow
through the site and to use the proposed dog park. Two paved parking spaces for ADA accessibility
will be provided as well as a paved path from the parking lot to the dog park. Water supply and a
drinking fountain will also be provided. Services will include a topographic survey of the phase 1
area and development of construction documents for bidding of the proposed facilities. The initial
phase fee requested of $13,600 is based upon an estimated project budget of $185,000.

Resolution No. 47-2018.  A Resolution authorizing the City Manager to enter into an agreement by 
and between the City of Monroe and Brandstetter Carroll Inc. for professional architectural 
services for Monroe Community Park.

Background.   The  proposed  improvements  to  Community  Park  are  intended  to  improve  the 
parking  available  in the front  end  of  the  park  and  to  add  features  that  were  highly  
desired  by residents during the Monroe Parks and Recreation Master Plan and the Community Park 
Master Plan  public  engagement.  These  facilities  include  a  splash  pad,  two  picnic  
shelters,  parking expansion,  a  restroom,  and  associated  utilities.  The  splash  pad  is  
required  to  have  a  restroom nearby and the proposed building will also house the pumps, 
filters, and splash pad manifolds. The picnic shelters will be extremely popular for rentals for 
birthday parties and other activities. The design of these facilities will also require design of 
water, sewer, and electric lines to serve these facilities.

The Great Miami river is a threat to human health. I noticed filters are to be used for the splash pad. The Great Miami is loaded with Escherichia coli. A small amount of rainfall compounds this problem. Where will the water source come from to supply the splash pad ?
