OF THE MONROE LOCAL SCHOOL DISTRICT BOARD OF EDUCATION
JULY 2, 2018
Special Meeting, July 2, 2018

The Monroe  Local School Board of Education met  for  a  Special Meeting  on July  16, 2018,  at  
the  Board of
Education Offices located at 500 Yankee Rd., Monroe, OH 45050.  The meeting was called to order at 
6:00 PM by Mr. Guido, President. The following members were present and answering roll call:
Members Present:        Mr. Brett Guido            President
Mrs. Leslie Stone          Vice-President Mr. Tim Carpenter        Member
Mr. David Grant            Member
Mrs.  Holly  Cahall,  Treasurer  was  in  attendance.  Mrs.  Kathy  Demers  was  also  present.  
Dr.  Phil  Cagwin, Superintendent and Mr. Tom Leeds, Board member were absent.

18-172 APPROVAL OF THE AGENDA
Motion by Carpenter, seconded by Grant to approve the agenda.  Voting aye on the roll call: 
Carpenter, Grant, Stone, and Guido. Nays: None. Motion carried.

18-173   APPROVAL OF RESOLUTION REQUESTING BUTLER COUNTY SCHOOL FINANCING DISTRICT TO LEVY AND ADDITIONAL TAX IN EXCESS OF THE TEN-MILL LIMITATION
R.C. §§3311.05, 3311.50 and 5705.215

School Safety and Security and Mental Health Levy

Mr. Tim Carpenter moved and Mr. David Grant seconded the motion that the following resolution be 
adopted:

WHEREAS, the Governing Board of the Butler County Educational Service Center (hereafter, the “BCESC 
Board”) has by resolution adopted June 20, 2018, pursuant to R.C. §3311.50 created a county school 
financing district, known as the Butler County School Financing District (“BCSFD”), in which the 
territory of this school district is included; and

WHEREAS, this Board was automatically a member of the BCSFD as it is a local school district and 
chose not to pass a resolution to withdrawal from the BCSFD, and therefore its territory is part of 
the BCSFD territory for the school safety and security and mental health purposes as those 
contained in the June 20, 2018, BCESC Board resolution; and

WHEREAS, this Board in conjunction with the boards of education of the other school districts in 
the territory of which is included in the territory of the BCSFD, has identified the need for an 
additional tax provided for in R.C.
§5705.215 which is outside  the ten-mill limitation for the purpose of providing for the current 
expenses for school safety and security and mental health services, including training and 
employment of or contracting for the services of safety personnel, mental health personnel, social 
workers, and counselors, for school districts whose territory lies within the territory of the 
BCSFD; and

WHEREAS, a resolution identical to the resolutions passed by other school districts whose territory 
lies within the territory of the BCSFD must be passed and certified by this Board to the BCSFD 
authorizing the BCESC Board, as taxing authority of the BCSFD, to pass and submit to the County 
Auditor and Board of Elections of Butler

SPECIAL MEETING
OF THE MONROE LOCAL SCHOOL DISTRICT BOARD OF EDUCATION
JULY 2, 2018

County, Ohio, as well as Preble and Warren Counties when applicable, resolutions providing for the 
submission to the electors of the BCSFD the question of levying an additional tax.

NOW, THEREFORE, BE IT RESOLVED by the Monroe School District Board of Education located in Butler 
County [and Warren County] as follows:

SECTION I

As a member of the BCSFD, pursuant to R.C. §§3311.50 and 5705.215, this Board hereby requests the 
BCESC Board, as taxing authority for the BCSFD, to submit to the electors at the election to be 
held on November 6, 2018, the question of levying an additional tax for the purpose of providing 
for the current expenses for school safety and security and mental health services, including the 
training and employment of or contracting for the services of safety personnel, mental health 
personnel, social workers, and counselors, for the school districts whose territory lies within the 
territory of the BCSFD.

SECTION II

This Board has territory located in Butler County [and Warren County].  All of the territory of 
this School District is in the BCSFD. The BCSFD has territories located in Butler, Preble and 
Warren Counties.    This additional tax levy shall be submitted to and levied upon the entire 
territory of this Board as well as the entire territory of the BCSFD.

SECTION III

Such additional tax levy shall be at an annual rate not exceeding 1.5 mills for each one dollar of 
valuation, which amounts to $0.150 for each one hundred dollars of valuation, upon the entire 
territory of this School District as well as the entire territory of the BCSFD, for a period of ten 
(10) years.

SECTION IV

Such additional tax levy shall be placed upon the tax list and duplicate for the 2018 tax year 
(commencing in 2018, first due in calendar year 2019), if a majority of the electors voting thereon 
vote in favor thereof.

SECTION V

The  Treasurer  of  this  Board  is  hereby  authorized  and  directed  to  promptly  delivery  a  
certified  copy  of  this resolution to the BCESC Board with instructions to pass and submit to the 
County Auditor and Board of Elections of Butler County, Ohio, as well as Preble and Warren Counties 
when applicable, resolutions providing for the submission to the electors of the BCSFD the question 
of levying the additional tax.

SECTION VI

IT IS FOUND AND DETERMINED that all formal action of this Board concerning or related to the 
adoption of this Resolution was adopted in an open meeting of this Board, and all deliberations of 
this Board and any of its committees that resulted in such formal actions were adopted in meetings 
open to the public, in compliance with all applicable requirements of the Ohio Revised Code.


SECTION VII
This resolution shall be in full force an effect from and immediately upon its adoption.

Voting aye on the roll call: Carpenter, Grant, Stone, and Guido. Nays:  None. Motion carried.

The Monroe School Board will be meeting in a special session tomorrow evening at 5pm to discuss an agreement to provide information on how the Safety and Security Levy proceeds will be distributed among schools in the Butler County School Financing District. 

Here is the reading from the Sept 12th agenda: 

This agreement was the joint effort of the Treasurers of Hamilton, Fairfield, Madison, Edgewood, and Monroe Schools, to prepare an agreement to provide clear instruction as to how the proceeds of the Safety and Security Levy will be divided among schools within the  Butler County School Financing District  It also documents in detail how the levy expenses generated by the levy will be divided among the participating Districts. I recommend the Board approve this because the allocation of proceeds and expenses is based on property valuation which is the most fair and reasonable method for each and every District that is involved.

Going down the Rabbit hole again!

When have these services not been in place?
Didn't MLS miss the matched funding for a new school? That's next!

I appreciate MLS but most of my taxes for two properties go to them already.
Monroe is becoming the next Lakota/Mason School District.

I've still got a bunch of "Vote No" signs.

It's not a matter of support, it is a matter of proper and effective use of tax dollars. 

Arming key school personnel as BC Sheriff Jones recommends and is willing to help in training would be a very low cost highly effective means to protect our children.

But people spin this talk by saying they are calling to have every teacher carry a gun. Nothing could be further from the truth. People who spin this are really saying they can't dispute the effectiveness of the idea of having trained, certified school personnel protect our children.

Holly Cahall, Treasurer of the Monroe Local School District, spoke about the Safety and Security 
Levy on the upcoming ballot, November 6th. Last year State legislation was passed that allowed 
educational  service  centers  to  form  County  School  Financing  Districts.    The  Butler  
County Educational Service Center formed this District and Monroe Local School District was 
interested in it.   It is passed by a majority of the voters in the consortium.   Monroe Local 
School District evaluated its security and certain improvements were proposed.  We also recognize 
mental health needs in our school and this is another reason Monroe Schools wanted to participate 
in this.  The levy  can  only  be  used  for  security  and  mental  health,  such  as  facility  
improvements,  school resource officers, and mental health professionals.   This would generate  
$510,000 for Monroe Local Schools for 10 years.

Mayor stated that some of the criticism that has been reported is that there is no plan from the 
schools.  It is either we want to be in the group or we don’t want to be in the group.  Mayor would 
like to see a new elementary school built so you may ask the citizens of Monroe for a levy to 
construct the new school.  He felt that when the school does that, the levy should include the 
needs of the new school and existing schools is the best way to go. He doesn’t want to see the 
school go for another levy and it not pass.  Mrs.    ahall noted that when a new school is 
constructed the state

does allocate more funds for security.


Mr. Funk asked if this is the only opportunity to do this and Mrs. Cahall replied that it could be

placed on the ballot in two years.

Mr. Hickman asked if the two years is just for the existing District or can another District could 
be formed with not all of the schools in Butler County, but perhaps with just the schools that did 
not participate this time.  Mrs. Cahall stated that the Butler County ESC is the only one that can 
form

a District to put a levy on the ballot.
