3 Objectives of the School Resource Officer:

1. The School Resource Officer’s (“SRO”) responsibilities include building a positive image toward orderly behavior; helping students learn more about the law; and, familiarizing students with law enforcement personnel and their objectives and role in society.

2. The SRO will reinforce the feeling of pride that students have toward their schools and encourage students to stay in school.

3. The SRO will work with School personnel to develop closer contact and better communication with students and evolve and effective program of safety and education.

Monroe Local Schools agrees to pay the total cost for one (1) Monroe Police Officer to fulfill the role of SRO for the 2017-2018 school year, in the amount of $44,500.00. The total cost includes the SRO's salary, employer's retirement contribution, Medicare and Worker Compensation premium and medical insurance.


Monroe Local Schools agrees to pay the total amount due in one lump sum after the completion of thirty (30) days after receiving the invoice from the Monroe Police Chief.

6 Duties of the School Resource Officer:

1. The SRO will protect the school plant, staff, and students. 

2. The SRO will strive to prevent Juvenile delinquency and truancy through close contact with students and school personnel and will use proven methods for early detection of deviant behavior in students.

3. The SRO will investigate delinquent acts within the school system and its neighborhood complex when such acts are school or student oriented. 

4. The SRO will participate as a resource person for the school district, in classrooms and assemblies and will assist with safety drills. 

5. At all times the SRO will be aware of the responsibility to improve the image of the uniformed law enforcement office in the eyes of the student and the community.

6. The SRO will assist with the creation or updating of any School Safety Plan, as required by the Ohio Department of Education.

Resolution No. 52-2017. A Resolution authorizing the City Manager to enter into an agreement by and 
between the City of Monroe and the Monroe Local School District to provide for a School Resource 
Officer.

Mr. Brock stated that this Resolution and the next are for the School Resource Officer for the 
Monroe Local Schools and Butler Tech. Chief Buchanan has been working with the schools to negotiate 
a new contract and this would be an update to a previous contract.

Mr. Frentzel asked if there are any changes. Mr. Brock noted that there are some differences and 
various items that he wants to review between the two readings.

Mrs. Rubin moved to consider this the first reading of Resolution No. 52-2017 and have it read by 
title only; seconded by Mr. Frentzel. Voice vote.  Motion carried.

The Clerk of Council read Resolution 52-2017 by title only.

Mrs. Rubin moved to approve the first reading of Resolution No. 52-2017; seconded by Mr.
Hickman.  Roll call vote:  Motion carried.

School Resource Officer.

Mr. Hickman asked that the old agreements be provided to Council prior to the next reading

Mrs. Rubin moved to consider this the first reading of Resolution No. 53-2017 and have it read by 
title only; seconded by Mr. Clark.  Voice vote.  Motion carried.
The Clerk of Council read Resolution No. 53-2017 by title only.

Mrs. Rubin moved to approve the first reading of Resolution No. 53—2017; seconded by Mr.
Funk.  Roll call vote:  seven ayes.  Motion carried.
