Resolution No. 58-2017. A Resolution authorizing the City Manager to enter into an agreement by and 
between the City of Monroe and The Kleingers Group for professional surveying services to proceed 
with the Great Miami Trail Alignment.

Background. City Council previously approved funding for construction drawings regarding the Great 
Miami River which has been successful in locating the best and most efficient route for the future 
trail. The intent of the trail is to stay on public properties as much as possible in order to 
reduce cost associated with property acquisition. As Council may recall, the majority of the trail 
is located closely or on Miami Conservancy District, Butler County MetroParks, and City of Monroe 
(Americana) property. However, due to old, uncertain, and inaccurate property lines regarding the 
former Miami & Erie Canal ,B & O Railroad, Texas Eastern Pipeline as well other individual property 
owners, a survey to determine whether the trail is solidly on public property (i.e. Miami 
Conservancy District, Metro Parks, and City of Monroe) is necessary to proceed. The Kleingers Group 
has previously performed surveys on the former Americana Property as well as a few adjacent 
property owners and is the firm most familiar and qualified to determined surrounding property 
lines. As such, staff is recommending that they be authorized to proceed in the near future, given 
that the survey conditions during the fall/winter (no leaves and better line of sight) will be 
ideal. If the trail does veer off course onto other private properties, the survey information  is  
the first  step  in  determining if  potential  re-routing  or other possible   property
acquisition is necessary.

Resolution No. 58-2017.  A Resolution authorizing the City Manager to enter into an agreement by 
and between the City of Monroe and The Kleingers Group for professional surveying services to 
proceed with the Great Miami Trail Alignment.

Mr. Brock stated that this will permit surveying along the Great Miami River.  In response to Mr. 
Clark’s question, Mr. Brock advised that the total project should be complete within five to seven 
years.

Mr. Chesar advised that the path itself is relatively inexpensive; however, the legal descriptions
are not clear and would prohibit grants being sought without clear legal descriptions.

Mayor Routson would like to see something in the next two to three years to show the residents
that we are doing something.

Mrs. Rubin suggested added gravel on a portion of the trail to get it open.
Mrs. Rubin moved to consider this the first reading of Resolution No. 58-2017; seconded by Mr. 
Clark.  Voice vote.  Motion carried.

The Clerk of Council read Resolution No. 58-2017 by title only.

Mr.
Frentzel.  Roll call vote:  six ayes.  Motion carried.

In Public Works, we need to look at the staffing needs as it relates to the Park Master Plan. Mr. 
Clark asked what type of feedback we received from the open house.  Mr. Chesar advised that it was 
very well received and will keep Council informed as we move forward with the process.  Mr. Chesar 
further advised that some of the buildings at Americana should be removed because they
are dilapidated and would allow us to access the trail sooner.

Mr. Brock requested that this be adopted as an emergency so that applications for grant funding
can be submitted. Mr. Frentzel asked if the Miami Conservancy District and/or the MetroParks
will be submitting for grant funding. Mr. Brock advised that they are and it would be $5,000 from
each of those groups.

Mrs. Hale moved to suspend the rule requiring the reading of Resolution No. 58-2017 on two
separate days, authorize its adoption on the second reading, and have it read by title only; seconded
by Mr. Hickman. Voice vote. Motion carried.

The Clerk of Council read Resolution No. 58-2017 by title only.

Mrs. Hale moved to adopt Resolution No. 58-2017; second by Mr. Frentzel. Roll call vote: six
ayes. Motion carried.

Emergency Resolution No. 09-2018. A Resolution authorizing the City Manager or designee to
apply for grant funds through the Recreational Trails Program and/or the Clean Ohio Trails Fund
for the construction of the City’s portion of the Great Miami Trail and declaring an emergency.

Background. The Clean Ohio Trails Fund and Recreational Trails Program Fund work to improve
outdoor recreational opportunities for Ohioans by funding trails for outdoor pursuits of all kinds.
Up to 75 percent matching Clean Ohio Trail Funds are reimbursed under Clean Ohio Trails Fund.
Up to 80% Recreational Trails Program matching funds are available The Clean Ohio Trail Grant
can cover up to $500,000 and the Recreational Trail Program Grant can cover up to $150,000. All
projects must be completed within 15 months from the date that they are signed into contract.
Eligible projects include: Land acquisition for a trail, trail development, trailhead facilities,
engineering and design. If we were awarded (typically the awards occur in late fall time frame),
staff anticipates that the construction would need to be completed by mid 2020 to take advantage
of the grant funds.

Development Staff is looking to apply for grant assistance to construct our portion of the Great
Miami Trail (approximately 2 miles). With the donation of the Bicentennial Commons land, the
majority of property along the Great Miami Trail is essentially owned by a government
organization including Monroe, MetroParks of Butler County, or the Miami Conservancy District.
City Council has previously approved engineering and surveying costs for the trail and the
estimated construction cost is $1.3-1.4 million depending on alternatives. Staff is still working
with the state to understand if it is more advantageous to apply for one or both grants and at this
time we are requesting Council's support for both options. It should be noted that staff is currently
not requesting funding for the portion of the trail outside of the city limits that continues along the
old Crystal Tissue paper property terminating at South Main Street in the Excello area. Without
the continuation of the trail to a logical trailhead in the South Main Street area, it could hurt our
potential funding score. If Council wishes to endorse this area, we can attempt to include it as
well. Both MetroParks of Butler County and the Miami Conservancy District are supportive of
the project and will be providing letters of support for the grant application.

filing of the application.
