Resolution No. 21-2014. A Resolution accepting the recommendations of the Warren County Tax Incentive Review Council of March 10, 2014. (Second Reading) 

City Manager Recommendation. Adopt Resolution 21-2014 on its second reading. 
Background and Discussion.  No changes have been made to the legislation since its first reading. 

Community Reinvestment Area property tax abatements (CRAs) and Tax Increment Financing Districts (TIFs) must be reviewed annually by the relevant County’s Tax Incentive Review Council (TIRC) under Ohio Revised Code Section 5709.85. The TIRC reviews each agreement and determines whether the owner of the exempted property has complied with the agreement. The TIRC makes a recommendation to City Council to continue, modify, or cancel each agreement.  Warren County’s annual TIRC meeting was held on March 10, 2014. At this meeting, the TIRC found that the City’s TIF districts and CRA Agreements located in Warren County were performing satisfactorily. Thus, the TIRC made a recommendation to City Council that the TIFs, the Home Depot CRA, and the Building 2 CRA be continued. The CRA for Building 4 was not considered since the building has not been fully constructed and is not taxable yet.  The Ohio Revised Code requires City Council to act on the recommendation within 60 days. The Ohio Revised Code permits City Council to accept, reject, or modify all or any portion of the recommendations.

Emergency  Resolution  No.  15-2015.    A  Resolution  accepting  the  recommendation  of  the
Warren County Tax Incentive Review Council of March 2, 2015 and declaring an emergency.

Recommendation.  Adopt Resolution 15-2015 as an emergency.
Background and Discussion.  Community Reinvestment Area property tax abatements (CRAs) and Tax 
Increment Financing Districts (TIFs) must be reviewed annually by the relevant County’s Tax 
Incentive Review Council (TIRC) under Ohio Revised Code Section 5709.85. The TIRC reviews each

Warren County’s annual TIRC meeting was held on March 2, 2015. At this meeting, the TIRC found that 
the City’s TIF districts and CRA Agreements located in Warren County were performing 
satisfactorily. Thus, the TIRC made a recommendation to City Council that the TIFs, the Home Depot 
CRA, and the Building 2 CRA be continued. The CRA for Building 4 and the CRA for UGN's facility 
were not considered since the buildings had not been fully constructed and were not taxable yet.  
Those two CRAs will be added to the TIRC's agenda in 2016.

The Ohio Revised Code requires City Council to act on the recommendation within 60 days. The Ohio 
Revised Code permits City Council to accept, reject, or modify all or any portion of the 
recommendations.
We are recommending that Council accept the recommendations of the Warren County TIRC.

an emergency.

Recommendation.  Adopt Resolution 18-2016 as an emergency.
Background and Discussion. Community Reinvestment Area property tax abatements (CRAs) and Tax 
Increment Financing Districts (TIFs) must be reviewed annually by the relevant County’s Tax
Incentive Review Council (TIRC) under Ohio Revised Code Section 5709.85.  The TIRC reviews each

agreement  and  determines  whether  the  owner  of  the  exempted  property  has  complied  with   
the agreement. The TIRC makes a recommendation to City Council to continue, modify, or cancel each 
agreement.

Warren County’s annual TIRC meeting was held on March 14,2016. At this meeting, the TIRC found that 
the City’s TIF districts and CRA Agreements located in Warren County were performing 
satisfactorily. Thus, the TIRC made a recommendation to City Council that the TIFs and CRAs(Home 
Depot, Cornerstone, Serta-Simmons, and UGN) be continued. The CRA for Building 8 was not considered 
since the building is not fully constructed and not taxable yet. The Building 8 CRA will be added 
to the TIRC’s agenda in 2017.

The Ohio Revised Code requires City Council to act on the recommendation within 60days. The Ohio 
Revised Code permits City Council to accept, reject, or modify all or any portion of the 
recommendations.       Staff recommends that the City Council accept the TIRC’s recommendation and
continues each agreement.
