It's all a matter of procedure now before Robert Buchanan, a former sergeant with Lebanon Police Department, is sworn in as the next Chief of Police for the City of Monroe, Ohio.

He is expected to be sworn in at the November 11, 2014 Monroe City Council Meeting in council chambers. If he indeed is sworn in then he will begin service to the Monroe community on November 17, 2014.

He is listed as "Evenings Sergeant" in the Lebanon 2011 Annual Police Report. (Photo from report)

In 2013, Sgt. Burns was involved in the establishment and review of an office for the police department at Lebanon High School. The office was an operating location and not just a police substation.   

Lebanon Police Chief Jeffrey Mitchell was quoted in Today's Pulse as saying, “A substation gives the impression that there’s somebody there full time and there’s not,” he said. “This is a designated location that police officers can use as their day unfolds.” Having an office at the High School will provide 24-hour access to make phone calls, take and complete a report or work from their computers.

City Manager William Brock was quoted as saying, "At this stage in the development of the [Police] department, he's the right man for the job." Brock also said he liked his knowledge, experience, background attitude and demeanor. Source: Ed Richter

Former Monroe Police Chief Homer (photo) was recognized for  the many years of service and accomplishments he had given to the City of Monroe as Chief of Police by the Mayor and council at the July 8, 2014 council session.

"While Chief would like to slide out with little notice, we cannot allow the achievements that he has made for this City to go unrecognized. It has been my pleasure to work with Chief Homer for the past 10 years, double the commitment he gave me at the beginning of his tenure. The Department and the City have benefited greatly from his leadership and he will be missed."

Consideration of Motion  approving the appointment of Robert Buchanan as Chief of Police
effective November 17, 2014.
City Manager Recommendation.  Approve the appointment.

Background and Discussion. I have selected Robert Buchanan to fill the position of Chief of
Police after our hiring process which concluded last week. Robert comes to us from the Lebanon
Police Department where he was highly thought of and served directly under the Chief in their
structure. Robert is planning to start duties on November 17 and it takes Council to give him the
powers of the Chief under state law through appointment. We are discussing a formal swearing
in ceremony after his actual start date. Robert will be in attendance at the meeting. You all have
his information, but I have included another copy of his resume with your packet.

Buchanan Appointed as new Monroe Chief

Mr. Brock introduced Robert Buchanan and asked that Council approve his appointment as Chief of Police.
Mrs. Rubin moved to approve the appointment of Robert Buchanan as Chief of Police effective November 17, 2014; seconded by Mr. Hickman. Roll call vote: seven ayes. Motion carried.
