Resolution No. 02-2019. A Resolution authorizing the City Manager to enter into a contract by and between the City of Monroe and KZF Architects for professional design services for a new police facility. Background. This represents a new proposal by KZF Architects in the amount of $49,000, plus reimbursable expenses for schematic design services for a new police station at the former IGA site. Schematic design is necessary prior to proceeding to full building set documentation of the facility. Schematic design will include the preliminary work include validation of the conceptual site plan and further develop the programming that was also outlined previously for the building. We plan to use typical AIA contractual documents, which is also being proposed to be authorized to finalized and signed. The documents include negotiation of the next stages of the development as well to create final construction documents for the project. It is recommended that this be adopted as an emergency on its second reading. The agreement will set the next steps for the design and development of a new Police Facility as previously directed by Council and funded through the additional income tax approved by voters in 2017. Glad to see the former IGA getting developed into a productive community resource.
I drove by the city building this morning... the parking lots are totally full of city worker and police cars. They need to move out to make way for the next hundred people the city hires to run our growing metropolis.

Mark Shoemaker of KZF Design presented the draft schematic design for the new police facility at 601 South Main Street. A sally port has been incorporated, the parking has been moved further away from the building, and it will provide for a community room. In addition, the parking area for the cruisers and employees will be in a secure area. Mr. Clark asked what the cost of an indoor shooting range is and Mr. Shoemaker estimated it to be $500,000. Mr. Brock advised that the estimated costs for renovation, including the purchase of the property, are under what they thought they would need to obtain bonds for. The bond numbers and revenue will be re-evaluated. He added that the design phase will be completed later this year to allow for bidding in the fall, which is a good time to bid this type of work. Mr. Clark asked if contact has been made with the tenant located where the sally port* will be installed. Mr. Brock replied that contact has been made and the tenant will be letting him know their intentions. This is great news. I fully support the utilization of a building that has been vacant for over a decade.
This is money well spent. And I will purchase bonds if they are offered. |

Consideration of Motion authorizing the expenditure of $385,000 to KZF for design, bidding, and construction services related to the rehabilitation of 601 South Main Street for a police facility. Background. Attached is the Fee amendment proposed by KZF for Design Development, Constructions Documents, Bidding and Construction Phase Service described in the AIA agreement previously approved by Council. These services will get us all the necessary design documents to have approved building permits and bid documents and will provide services for the bidding of the project once those documents are complete. The Construction Phase service will include shop drawing review and bi monthly site visits by the architect. This proposal does not include project representative services, which we would consider a separate proposal to ensure that we have adequate daily representation during the construction work on the facility. The proposal brings the overall cost for KZF's service to approximately 8% of the total estimated construction costs of the facility, which is a normal and reasonable cost for these service. "The proposal brings the overall cost for KZF's service to approximately 8% of the total estimated construction costs of the facility." So $4.81 Million for the new police station in a building that is already built. There just isn't enough opm for the public sector.
