Emergency Resolution No. 48-2017. A Resolution authorizing the City Manager to enter into a Third 
Amended Public Services Agreement by and between the City of Monroe and the Board of Trustees of 
Lemon Township and declaring an emergency.

Mr. Brock stated that this will amend the agreement with the Lemon Township Trustees to pay back 
the $50,000 for the Hankins Road Project.

Mr. Clark reiterated his opinion opposing lending money to another political subdivision.

Mr. Hickman asked how the City is getting paid under this contract and Mr. Brock advised that there 
are two payments per year received by Lemon Township. Mr. Hickman did not understand why Lemon 
Township would want to keep half of a road that they cannot keep up. Mr. Brock did not know, but 
had a discussion with Lemon Township about the City annexing the portion that abuts Monroe 
residents between Salzman and LeSourdesville-West Chester Road and they were in favor of it. Mr. 
Hickman asked why the City would want it. Mr. Brock felt it would better serve our residents.

Mr. Frentzel asked if the other roads have been looked at in the event there are other situations 
that we may run into. Mr. Brock will be meeting with the Township Trustees and Dan Arthur to 
determine what the future holds with their roads.

Mrs. Hale moved to suspend the rule requiring the reading of Emergency Resolution No. 48-2017 on 
two separate days, authorize its adoption on the first reading, and have it read by title only; 
seconded by Mr. Frentzel.  Voice vote.  Motion carried.

The Clerk of Council read Emergency Resolution No. 48-2017 by title only.

Mrs. Hale moved to adopt Emergency Resolution No. 48-2017; seconded by Mr. Funk.  Roll call
vote:  five ayes; one nay (Clark).  Motion carried.
